Are there any photo editing programs where I can turn a regular image including background into a solid colored picture?
Basically what I mean is removing the textures, and replacing them with solid corresponding to the original image colors. The image is too complex to bother tracing it, like I usually do.
Is there any free software where I can do this?

No, it's called Paint.NET I believe.

Damn, you did all that by hand?
I wish I had that much time, but what I had in mind is a much larger picture.

No, it's different than MS paint. It didn't take that long. There are different tools that make it go a lot faster.

You can try with the Vector-to-Raster tool, here's a short demo:
Unfortunately it's not the best of demoes, since it starts with nearly flat colours anyway. The problem is, your results won't instantly turn into one of Maxyenko's pieces, but it's worth a shot. Fiddle around with the settings a bit and see what happens. You may need to do some editing beforehand, so if you don't have Photoshop, try GIMP: http://www.gimp.org/
